Дискурсивная легитимация внешней политики Китая: освещение экзистенциальной угрозы плана сброса сточных вод из Фукусимы

Аннотация

Введение. Жесткая реакция Китая на план Японии по сбросу очищенных сточных вод из Фукусимы обусловлена не только экологическими опасениями. Мы предполагаем, что Коммунистическая партия Китая рассматривает данный прецедент как инструмент легитимации. Цель исследования ― проанализировать, как официальный дискурс Китая легитимизировал свою внешнюю политику, используя план сброса сточных вод из Фукусимы. Материа­лы и методы. В статье применяется теория секьюритизации, для анализа публикаций газеты «Жэньминь жибао» («Renmin Ribao») сочетается семантический сетевой анализ за 2021–2023 гг. с критическим дискурс‑анализом за пиковую фазу 22 августа – 12 сентября 2023 г. Результаты. Исследование выделяет четыре стратегии дискурсивной легитимации: апелляция к авторитету, рационализация, моральной оценки и мифопоэтическая составляющая. В совокупности эти стратегии представляют Японию как враждебного «Другого», а сброс воды — как надвигающуюся катастрофу. Китай, напротив, изображается как ответственный хранитель общественного здоровья и международных правил. Прибегая к авторитетным голосам, научным аргументам, моральному осуждению и апокалиптическим нарративам, медийный дискурс Коммунистической партии Китая оправдывает чрезвычайные контрмеры. «Жэньминь жибао» изображает запреты на импорт и дипломатические протесты как неизбежные защитные меры. Представляя этот вопрос как проблему безопасности, КПК укрепляет свою легитимность как внутри страны, так и за рубежом. Внутри страны правительство становится щитом от внешних угроз, а на международной арене Китай предстает защитником мировой безопасности и порядка. Результаты исследования показывают, как дискурс секьюритизации может служить инструментом легитимации внешней политики, превращая экологический вопрос в ресурс для поддержания режима и получения стратегических политических преимуществ. Исследование вносит вклад в исследования политической коммуникации в авторитарных режимах и теории секьюритизации, показывая, как контролируемый государством дискурс может содействовать легитимации жесткой политики в недемократических условиях.
