Features of Ethno-Political Processes in the North Caucasus in the Period of Systemic Transformation of Russian Society (the Case Study of Kabardino-Balkaria and Karachaevo-Circassia)

Abstract

The complexity of ethnic problems solving related to the rehabilitation of repressed peoples is examined. The factors that form the ethnic and political tension in the region are revealed. One of them was a delay of repressed peoples rehabilitation by the local government, and, first of all, the recovery of administrative and territorial borders that existed before the forced evictions. All this contributed to the politicization of the national movements and the appearance of centrifugal tendencies. The experience of public authorities on the social, economic and cultural rehabilitation of the Balkars, the Karachays, the Cossacks and the stabilization of international relations is generalized. Analyzing the issue on the rehabilitation of repressed peoples of the Northern Caucasus, the author concludes that much work on the rehabilitation of repressed peoples of the North Caucasus had been done by the government of the Russian Federation and local authorities in the North Caucasus during the period of 1991-2005. The consistent implementation of the Law of the RSFSR “On rehabilitation of repressed peoples” greatly contributed to the elimination of tension in international relations. However, territorial disputes remain one of the most difficult issues of the rehabilitation process. To solve the issue peacefully, both the Federal and local governments must take balanced steps not only to eliminate the crisis situations which had already taken place, but also to anticipate and prevent possible clashes over territorial disputes.
